IMEI registration in Kazakhstan

Mandatory verification has applied since spring 2025 to devices first brought in after that point: phones from trips, orders from foreign shops, courier parcels. Phones already working on networks in Kazakhstan are not cut off. A smartphone from an official seller in Kazakhstan is already in the database. Kaspi's seller rules ban selling a device with an unregistered IMEI.

• White: passed, no restrictions.
• Grey: lawful import not confirmed yet; the owner gets an SMS about verification.
• Black: counterfeit, stolen or illegally imported devices. They are blocked, and verification does not change that.

Individuals use a single window: eGov Mobile or portal.imei.gov.kz. The border-crossing certificate from vmp.gov.kz is no longer needed; the system takes that data from state databases. The 2025 instructions about applying from a computer with a digital signature are out of date. The eGov Mobile steps as of the check date:

• the IMEI verification service in eGov Mobile;
• consent to personal data processing via an SMS code from 1414;
• video identification through Digital ID;
• request type, brand, model and every IMEI of the device (a dual-SIM phone has two).

Guidance from 2025 gives 30 days from the first connection to a network in Kazakhstan. After that the phone has no service with a local SIM. The procedure changed in 2026; the current deadline is published on portal.imei.gov.kz and given on 1414.

Since 19 April 2026 the IMEI of every mobile device goes into the passenger customs declaration, in the field for the name and description of goods. The number is on the box, in settings and under *#06#.

Status is checked free on the portal.imei.gov.kz home page and in eGov Mobile. The number from *#06# matches the box label and the About screen. The official channels are eGov Mobile, portal.imei.gov.kz and 1414; sites asking for payment or a digital signature have nothing to do with the system.

The Ministry of Artificial Intelligence and Digital Development has called paid verification services unlawful, since they are used to get around customs and tax rules. If the deadline was missed on a lawfully imported phone, the 1414 contact centre handles it.

The October 2026 changes concern individuals. As of the check date there is no separate published procedure for importers; the system operator explains the process for commercial batches via portal.imei.gov.kz and 1414.

With a smartphone batch we send a per-box IMEI table: model, storage, colour, IMEI 1 and IMEI 2. It matches the packing list and contains no duplicates.

• Late March 2025: updated device registration rules (sources give 24 and 25 March).
• 25 May 2025: mandatory verification after a postponement; sellers got two months for existing stock.
• 19 April 2026: IMEI in the passenger customs declaration.
• September to early October 2026: iPhone 18 verification for individuals was paused; the phones kept working.
• 9 October 2026: single window on eGov, video identification, no border-crossing certificate.
